The Allegheny County Sanitary Authority (ALCOSAN) Regional Tunnel System, a transformative project aimed at significantly improving water quality across Allegheny County and its surrounding waterways. This system is a critical part of the Clean Water Plan, designed to reduce wet weather overflows and protect local rivers and streams from sewage pollution.

The project leverages advanced tunnel-boring technology to construct deep underground passages with minimal surface disruption.

These tunnels will capture combined sewer overflows (CSOs) during heavy rain events, transporting the flows to ALCOSAN’s treatment plant for proper processing, thereby reducing the pollution entering local waterways by 70% annually.

Waterloo Park Project at Waller Creek in Austin, TX

Stiver Engineering provided construction engineering by designing the cut through the topsoil and limestone at the headworks facility in Waterloo Park.
